Cyclists found using mobile phones while riding in Japan could be jailed for up to six months under strict new rules that came into effect on Friday (November 1, 2024).
Violators of the amended road traffic law face a maximum of six months in jail or a fine of up to 100,000 yen ($660).
“Making calls while cycling with a smartphone in hand or looking at the screen is now prohibited and subject to punishment,” a leaflet from the National Police Agency said.
According to the government, some accidents caused by cyclists looking at screens have resulted in the death of pedestrians.
Although the total number of traffic accidents in Japan is declining, the proportion of bicycle accidents is increasing.
Unlike many other countries, in generally law-abiding Japan, bicycling is allowed on sidewalks and is a common sight.
Under the new rules, a rider caught riding a bicycle while intoxicated can face up to three years in prison or a fine of up to ¥5,00,000.
Those who offer alcoholic beverages to cyclists can face up to two years in prison or a fine of up to ¥300,000.
